Municipal Project Engineer

D.M. Wills Associates Limited is in search of a Project Engineer to join our Municipal team.

The successful candidate will be a Professional Engineer (P.Eng.), licensed with PEO, in Civil Engineering, and have 7-10 years of municipal engineering experience, including liaison with the municipalities, approval authorities, stakeholders and private land owners.  Experience with Ontario municipalities is preferable. 

The successful candidate will have a thorough knowledge of relevant legislation, guidelines and standards and possess expert technical writing skills, demonstrate excellent organizational abilities, sound communication skills, and proficiency in MS Office and CAD.

The successful candidate will be responsible for the preliminary and detailed design of municipal infrastructure projects related to new roads, road reconstruction, storm and sanitary sewers, and watermains.

Work assignments include Municipal Class Environmental Assessments, servicing studies, feasibility studies, water distribution and sewage collection analysis, conceptual design, preliminary design, detailed design drawings, specifications, tender preparation and cost estimates, as well peer review of the same and funding applications on behalf of municipalities and coordination of utilities and other engineering disciplines and sub-consultants.

Key Responsibilities:

  • Manage multiple and/or major projects.
  • Coordinate all facets of assigned projects.

  • Participate in the department programs and processes.

  • Assign project submission tasks to designers.

  • Perform engineering design activities, as required.

  • Coordinate quality control reviews and project submissions.

  • Review designs for completeness, constructability, public safety, adherence to design criteria, and drawing appearance.

  • Manage project communication processes.

  • Liaise with clients, municipalities and other agencies to secure approvals.

  • Liaise with other professionals whose expertise is required to complete the project.

  • Organize and perform site inspections.

  • Develop and maintain project budgets.

  • Secure new projects/clients and maintain existing clients.

  • Mentor junior staff in proper engineering/project management practices at the direction of the Department Manager.

  • Participate in the short and long-term priorities and objectives including specific department business development initiatives.

Transportation Project Designer

D.M. Wills Associates Ltd. is in search of Project Designer to join our Transportation Department.  This is full-time opportunity for an enthusiastic, aspiring individual to work amongst a multi-disciplinary team.

The successful candidate will have completed a three (3) year Engineering Technology Diploma or equivalent and has obtained, or is working towards, a Certified Engineering Technologist (C.E.T.) designation. The successful candidate will demonstrate excellent organizational and technical abilities, sound communication skills and good written and oral presentation capabilities.  A minimum of two (2) years of experience in Highway Engineering Design is desirable for this position.  The successful candidate should demonstrate proficiency in AutoCAD / Civil 3D and MS Office Software.  Experience with In-Roads and a working knowledge of CPS and HiCo is an asset.  A clear understanding of relevant provincial and municipal standards and experience liaising with government and approval agencies will be given high consideration for this position.

Senior Project Manager / Engineer – Transportation Department

D.M. Wills Associates Limited is in search of a Senior Project Manager / Engineer to join our Transportation Department.

The successful candidate will lead a team of transportation engineering professionals.

Excellent leadership and management abilities, sound communication skills as well as superior written and oral presentation skills are essential.

Significant Qualifications include:

  • Professional Engineer licensed in the Province of Ontario or Project Management Professional (PMP) designation.

  • Minimum 5 years of Highway Engineering experience.

  • Minimum of 5 years of project management experience.

  • MTO experience is considered valuable and will be given preference.

  • Registered (or eligible for registration) in RAQS for various highway design categories.

  • Experience leading a multidisciplinary team.

Key Responsibilities:

  • Lead multidisciplinary teams to successful completion of Transportation Engineering Projects.

 Environmental Department Manager

D.M. Wills Associates Limited is in search of a Manager for our Environmental Department.

The successful candidate will have an academic background in environmental sciences, engineering, or geology, at least ten years of experience in environmental consulting and a minimum of five years of management experience. This person will have significant experience as a consultant completing environmental consulting projects as well as extensive business development experience.  A professional designation (P.Eng., P.Geo.) in the Province of Ontario is required for this position.  Registration (or eligible for registration) with the Ministry of Transportation’s Registry, Appraisal and Qualification System (RAQS) would be preferred.  In addition, registration as a QPESA or QPRA with the Ministry of Environment and Climate Change would be a definite asset.

The successful candidate will be a technical expert and must demonstrate excellent leadership and management abilities, sound communication skills and good written and oral presentation capabilities.  The successful applicant will work with support from a team of civil engineering, planning and environmental professionals.

Key Responsibilities

  • Participate on the Senior Management Team in collaboration with the President.
  • Identify and develop long-term strategic priorities, corporate policies and programs for the organization from a departmental perspective.
  • Implement corporate policies and manage corporate and department programs and processes.
  • Project management and/or senior environmental consulting on projects in area of specialty (e.g., planning, geoscience, environmental science or engineering).
  • Program/project management and evaluation.
  • Provide senior review and oversight for Class Environmental Assessments, Waste Management, Environmental Site Assessment, Environmental Impact Assessment, Fisheries and Natural Science Investigation Reports and Water / Wastewater projects.
  • Business development for the Environmental Department with a primary focus on the Peterborough regional market.
  • Ensure effective representation and promotion of the department and its programs and services.
  • Lead the department strategic planning process.
  • Develop department budgets, financial management and control.
  • Meet corporate financial objectives.
  • Evaluate the department’s quality of program and services.
  • Lead and implement a continuous improvement process for the department to ensure optimal service delivery to clients including internal clients.
  • Develop and implement department and individual employee performance measurements and professional development.
  • Attract, retain, motivate, inspire and recognize superior performers.
  • Ensure and lead a positive, supportive, and safe workplace culture within the department.

Qualifications

  • Undergraduate degree in environmental sciences, engineering, or geology.
  • Ten or more years of environmental consulting experience.
  • At least five years of experience in a management role.
  • Excellent communication (verbal and written) and client relationship skills.
